Here is how to add a language:
1. Right-click on the Start button, typically found at the lower-left corner of the screen, then click on Settings.
2. From the Windows Settings screen that appears, select Time & Language.
3. From the left side, under Time and Language, click on Language.
4. Click on Add a preferred language.
5. Select a language from the list of options. Once you find the language you'd like to add, click on it to highlight it, and then click on Next.
6. Ensure the Install language pack is checked from the "Install language features" list of options. Then click on Install at the bottom of the window.
7. Once installed, under Preferred languages, click on the language, and move it to the top of the language list by clicking the Up arrow to make it your default. Windows may prompt you that this will take a few minutes to complete.
